Ans: The merits and demerits of Basic Education as a system of primary education are mentioned below:

Merits:

(i) Gandhiji’s Basic Education which is based on child centric education which helps in developing the creative potential of a growing child and developing the social traits of the child.

(ii) This system of education establishes a connecting between Indian tradition of life and the material needs of life of our present day society.

(iii) It established a close relation with the learner and his vocation for solving the problem of unemployment.

(iv) This system of education helps in making education purposive of life to prevent wastage of our primary education.

Demerits:

(i) It is not possible to give education in analytical detail on a subject only through craft as a medium of instruction.

(ii) Correlation of the subjects through craft may appear sometimes to be unusual and time consuming.

(iii) No provision was made for study of English language which is very important as a key to higher education at present.

(iv) Moral education is very important for the development of moral sentiments among children which was neglected in this system of education.

Ans: The main principles of basic education are discussed in the following ways:

(i) Psychological Principles:

Basic education should aim at achieving harmonious development of his mind, body and soul through purely academic and theorical nature of instruction given in the traditional schools.

(ii) Social Principle:

Basic education should purify the heart and mind of the people to create a society free from all exploitation and aggression through craft education.

(iii) Economic Principle:

Basic education should create vocational efficiency in the child in order to prepare him to earn his living for solving unemployment problem.

(iii) Cost of education should be borne by the local authorities together with the state government at the ratio of 1:2.

(iv) A separate Department of Education be opened under the central government for taking necessary steps of making primary education compulsory.

(v) A Secretary be appointed for education and a statement describing the progress of education be presented in the budget report.

Contribution of Gopal Krishna Gokhale's Bill on Primary Education.

Give the Clauses of Gokhale’s Bill presented in 1911 for making primary education compulsory.

Ans: In order to make primary education free and compulsory. Following are the contributions of Gopal Krishna Gokhale towards primary education :

(i) First priority give compulsion for boys :

In the instance, compulsion should be enforced at the beginning only for the boys. But gradually it should be extended to the girls also.

(ii) Give Opportunity for attended schools children:

Primary education should be made compulsory where a certain number of children at least 33% of boys and girls had already attended schools under instruction.

(iii) Period of age limit:

Compulsion should be restricted to a period of four years only. The age limit of compulsion be fixed at 6 to 10 years.

(iv) Exempted from paying fees:

Compulsion should be made to those guardians whose income les than rupees ten per month be exempted from paying fees.

(v) Levy educational cess:

The local authorities be given to levy educational cess in order to meet with the cost of education.

(vi) Power to local authorities for compulsion:

The Local Board and Municipalities should have the responsibility to introduce compulsion for the establishment and recognized for new schools.

(vii) Two-third expenditure on primary education:

Two-third of the total expenditure involved in the scheme of compulsion by the provisional governments and one-third of it be borne by the state governments and the local authorities respectively.

11. What were the reason for rejecting Gopal Krishna Gokhale’s Bill towards contribution on primary education ?

Ans: While the Bill was taken up for discussion in the Council on 17th March, 1912. But at last due to the following reasons the Bill was rejected :

(i) The Bill was put to vote and defeated by 38 to 13.

(ii) There was no popular demand raised at that time to make primary education compulsory.

(iii) The people of the country were not prepared to accept compulsion.

(iv) The state government were not supported the Bill.

(v) A  section of the educated class of Indian people were not supporting the Bill.

(vi) The Local authorities were not willing to levy educational cess.

(vii) Many administrative difficulties were likely to crop up while creating the Bill.

  • Gokhale’s heroic defeat on making primary education free and compulsory education in the county during the British rule.
  • In the British Emperial Legislative Council as a member, he said “My lord, I know that my bill will be thrown out before the day closes. I make no complaint. I shall not even feel depressed. We the present generation in India can only hope to serve our country by our failure. The men and women who will be privileged to serve her by their success will come later.”
  • As a great patriot, he said again, “We shall be entitled to feel that we have done our duty, and when the call of duty is clear, it is better even to labour and fail than not to labour at all.”

Indians Resolution of 1913 on Primary Education.

12. Discuss about the Indian’s resolution of 1913 on primary education.

Ans:

Introduction :

While Majesty King Emperor George V who visited India in 1912 was unhappy with the situation of the prevailing educational steps taken by government and he sought explanation from the Government of India as to why Gokhale’s Bill was rejected. In this regards, he said, “It is my wish that there may spread over the land a network of schools and colleges, from which will go forth loyal and manly and useful citizens, able to hold their own industries and agriculture and all the vocations in life.”

          Accordingly, the Government of India had declared a new policy in the form of Government Resolution on 21th February in 1913 covering all the major areas of education under Education Department and had offered a recurring grant of 50 lakhs of rupees for popular education in India to cover all aspects of education viz primary, secondary, collegiate, agricultural veterinary, forestry, medical etc. were included.

Lord Curzon's Educational Policy

1. Introduction of Lord Curzon's Policy

Ans: It was at this critical time in 1899 that Lord Curzon came to India as the Viceroy. He came India to strengthen and develop the British Empire.

     Soon after his arrival Curzon was a man of determination and efficient administrator that attracted his attention was the prevailing condition of education in India and its drawbacks.

   In order to raise the efficiency and to improve the general standard of education, He called a conference of the Directors of Public Instruction at Shimla in 1901 where Lord Curzon presided over the meeting. The meeting discussed the existing situation of Indian Education from primary to higher level, its defects and proposals for reform.

     Keeping in view of the poor quality and quantity of education, Lord Curzon had realised the need of improving primary education in the country.

2. Mention and briefly discussed six important suggestions given by Lord Curzon regarding Primary Education in India.

Ans: Following are the important suggestions or recommendations given by Lord Curzon’s Policy on Primary Education in India:

i. Giving- grant-in-aid :

He made liberal grant system to remove the major hurdle of financial strife in primary education.

ii. Giving up the system of Payment-by-results :

He remove discriminatory system of payment by result for primary education.

iii. Training for teachers :

He emphasised on training of the primary teachers for qualitative improvement which should not be less than two years.

iv. Reform in Curriculum :

He tried to improve primary curriculum by including agriculture and physical education as a subjects of study.

v. Improved method of teaching :

He wanted to modernise our system of education like by introducing Kindergarten method.

(vi) Improvement of Teacher’s pay :

He tried to make pay scale of primary teachers to equal level throughout the country.

(vii) He had tried to remove traditionalism in our primary education and tried to make it more useful, practical and modern.

3. Write short note on Lord Curzon's Policy on Secondary Education.

Ans: In the field of secondary education, Lord Curzon just observed the recommendation of the Indian Education Commission of 1882 had outlived their utility for the improvement of secondary schools if it required. As regard policy on secondary education, Lord Curzon adopted the following measures:

i. For raising the efficiency of government schools, large grants were sanctioned to provincial governments.

ii. Training institutions for secondary school teachers were increased.

iii. For maintaining control the inspectorate was strengthened.

3. Write short note on Lord Curzon's Policy on Vocational Education.

Ans: It was under Lord Curzon that he organized the Department of Agriculture and established at Pusha a central Research Institute to give the highest training in agriculture in India itself where he suggested the following on vocational education :

(i) Expansion of Vocational and Agriculture Education:

Lord Curzon gave a great fillip to the expansion of vocational and agriculture education under the departments of agriculture.

(ii) staffed Agricultural College:

He also suggested that All the provinces of India must have a properly equipped and properly staffed Agricultural College.

(iii) Subject of Agriculture:

He suggested that agriculture should be included as a subject of study in the middle and high schools.

(iv) Scholarship for higher education:

He also instituted a large number of scholarship for sending Indian students for technological studies to the foreign countries.

(v) School of Art:

He also recognized the School of Art.
