1. Introduction of Lord Curzon's Policy

Ans: It was at this critical time in 1899 that Lord Curzon came to India as the Viceroy. He came India to strengthen and develop the British Empire.

     Soon after his arrival Curzon was a man of determination and efficient administrator that attracted his attention was the prevailing condition of education in India and its drawbacks.

   In order to raise the efficiency and to improve the general standard of education, He called a conference of the Directors of Public Instruction at Shimla in 1901 where Lord Curzon presided over the meeting. The meeting discussed the existing situation of Indian Education from primary to higher level, its defects and proposals for reform.

     Keeping in view of the poor quality and quantity of education, Lord Curzon had realised the need of improving primary education in the country.

2. Mention and briefly discussed six important suggestions given by Lord Curzon regarding Primary Education in India.

Ans: Following are the important suggestions or recommendations given by Lord Curzon’s Policy on Primary Education in India:

i. Giving- grant-in-aid :

He made liberal grant system to remove the major hurdle of financial strife in primary education.

ii. Giving up the system of Payment-by-results :

He remove discriminatory system of payment by result for primary education.

iii. Training for teachers :

He emphasised on training of the primary teachers for qualitative improvement which should not be less than two years.

iv. Reform in Curriculum :

He tried to improve primary curriculum by including agriculture and physical education as a subjects of study.

v. Improved method of teaching :

He wanted to modernise our system of education like by introducing Kindergarten method.

(vi) Improvement of Teacher’s pay :

He tried to make pay scale of primary teachers to equal level throughout the country.

(vii) He had tried to remove traditionalism in our primary education and tried to make it more useful, practical and modern.

3. Write short note on Lord Curzon's Policy on Secondary Education.

Ans: In the field of secondary education, Lord Curzon just observed the recommendation of the Indian Education Commission of 1882 had outlived their utility for the improvement of secondary schools if it required. As regard policy on secondary education, Lord Curzon adopted the following measures:

i. For raising the efficiency of government schools, large grants were sanctioned to provincial governments.

ii. Training institutions for secondary school teachers were increased.

iii. For maintaining control the inspectorate was strengthened.

3. Write short note on Lord Curzon's Policy on Vocational Education.

Ans: It was under Lord Curzon that he organized the Department of Agriculture and established at Pusha a central Research Institute to give the highest training in agriculture in India itself where he suggested the following on vocational education :

(i) Expansion of Vocational and Agriculture Education:

Lord Curzon gave a great fillip to the expansion of vocational and agriculture education under the departments of agriculture.

(ii) staffed Agricultural College:

He also suggested that All the provinces of India must have a properly equipped and properly staffed Agricultural College.

(iii) Subject of Agriculture:

He suggested that agriculture should be included as a subject of study in the middle and high schools.

(iv) Scholarship for higher education:

He also instituted a large number of scholarship for sending Indian students for technological studies to the foreign countries.

Wood's Despatch 1854

1. Introduction of Wood's Despatch 1854.

Ans: The Despatch of 1854 was one of the great landmarks of the history of Indian Education. East India Company had renewed their charter in the year of 1813, 1833 and 1853. But till 1853 the company was not clear about the education of the Indians.

   In the later period as an official step to review educational progress in the country, A select committee was formed by the British Parliament under the chairmanship of Sir Charles Wood for a comprehensive survey of the total field of Indian education and had submitted this report to the British Parliament.

               On the basis of the report Charles Wood, a Chairman of the Board of Control for India had sent the official despatch to the East India Company’s Governor General of India Lord Dalhousie for reform Indian education. After that it was popularly known as Wood’s Despatch.

2. Who was the Charles Wood ?

Ans: Charles Wood was the president of the Board of control of the British East India Company.

3. Discuss the importance of Woods Despatch of 1854 in the field of Indian education.

Ans: The major importance of Wood’s Despatch of 1854 are enumerated as the following below :

(i) Educational responsibility by the Government :

The Despatch had said in clear terms that the Government must take educational responsibility of the country.

(ii) Medium of Instruction :

English language should be studied in general system of education. At the same time vernacular languages should also be combined with it.

(iii) Development of Mass-education :

The Despatch was opposed to Downward Filtration Theory and encouraged mass-education and indigenous system in its place.

(iv) Gradation of the Educational Institution :

Educational institutions were suggested to be divided into three grades an university, high schools and primary schools including the indigenous schools in it.

(v) Grant in-aid system :

The Despatch had recommended for giving Govt. grand-in-aid to educational institutions under certain conditions.

(vi) Training of Teachers :

For training of teachers establishment of the training were suggested for the first time in the country.

(vii) Department of Education :

In the five provinces (Bengal, Bombay, Madras, North Western and Punjab)  of the Govt. establishment of offices of the DPIs (Director of Public Instruction) were suggested.

(viii) Establishment of the Universities :

It had recommended for the establishment of three universities in the premier cities of the country.

(ix) Employment Faculty :

Educational people were suggested to be given employment under the govt. by the Despatch.

(x) Improvement of Indian Languages :

Writing of the Original books in native Indian languages were emphasised.

(xi) Vocational Education :

The Despatch had given timely attention to improvement of vocational education in the country in order to facilitate giving this education to students.

4. Discuss the merits and demerits of Wood’s Despatch of 1854 in the field of Indian education.

Ans : The Merits and Demerits  of Wood’s Despatch are given below:

Merits of Wood’s Despatch :

Below we shall be understanding its merits:

(i) The Despatch started a new era in Indian education.

(ii) It determined an educational policy in India and made it constitutional.

(iii) It made the Government fully responsible for education of the country.

(iv) It studied the total problem of education from primary to university and gave useful suggestion for each stage of education.

(v) It recognised the utility of Indian literature, culture and knowledge.

(vi) It prepared an administrative set-up for education in each province and recommended for the appointment of Directors, Deputy director and Inspectors of schools. It also advised for starting an education department in each province.

(vii) The Despatch recommended stipends for poor and deserving students.

(viii) By Grant-in-aid system many schools were benefited and it also led to opening of new schools. Thus the Despatch helped the expansion of education in the country by encouraging private enterprises.

(ix) The Despatch emphasised the necessity of vocational education. So arrangement were made for the same. Thus the public got an opportunity for becoming self-dependent.

Demerits of Wood’s Despatch or Effect :

(i) Theoretically the Despatch provided a wide outlook on education, but in practically, the education remained a means for earning a livelihood. Thus the Despatch limited the scope of education.

(ii) Religious education which had a  special place in the educational system of the country was discouraged by the Despatch. This was the great set-back to Indian culture and to the development of spiritual in the country.

(iii) The Despatch did not recognise responsibility of the state to educate every child below a certain age group.

(iv) The Despatch did not refer to the ideal of universal literacy of the country.

(v) There was no real vocational education as advocated by Despatch. The purpose of vocational education remained to enable Indian to get some services and not to become self-dependent.

(vi) The Despatch encouraged English would be given preference for Government services. Thus on the one hand English schools were opened and on the other the development of Indigenous schools was hampered.

5. Mention important suggestions or recommendations of Wood Despatch for the development of primary education in India.

Ans: On primary education the specific recommendations made by Despatch of 1854 which are summarised below :

(i)The Government should realise the responsibility for the development of primary education.

(ii)The indigenous primary schools should be recognised by the state government and it should be included in the third category of educational gradations.

(iii)Government grant-in-aid should be given to those schools that give secular education.

(iv)The schools receiving government grant should have the managing committees and they should be subjected to government inspection.

(v)The teachers should be trained in schools receiving government grant.

(vi)Suitable books in Indian languages should be written for children.

(vii)Fees should be charged from students of the schools receiving government grant.

(viii) In order to encourage primary education the people who were able to read and write should be given government jobs.

Hunter Commission 1882.

Introduction:

While the government had failed to do the recommendation of Wood’s Despatch of 1854 in the field of education of the people at large. Therefore, The Hunter Commission or Indian Education Commission was set up on 23rd February, 1882 under the Chairmanship or Member of the Viceroy’s Executive Council Sir William Hunter. This commission was appointed by Lord Ripon who was the viceroy of India on 3rd February, 1882. After his name this commission is popularly known as Hunter Commission. This was the first Education Commission of British India. The objectives of this commission were to review the condition of Indian education and to give necessary suggestions for its development. The commission suggested and recommended on Primary Education, Indigenous Education, Secondary Education and Higher Education, etc.

        The Indian member were Syed Mahmud, Anand Mohan Basu, P.R. Mudaliar, Hazi Gulam, K.T. Talang, Maharaj J.M. Tagore, Bhudev Mukherji, Dr. Miller. Thes Secretary of this commission was B. L. Rice, the DPI of Mysore.

(i) Primary education should aim not only at preparing the students to enter into higher education but it should aim at spreading education of the masses all right.

(ii) Primary education should serve the need of life of the common people.

(iii) The medium of primary education should be vernaculars or Indian languages.

(iv) Useful subjects like- agriculture, science, mathematics, should be included in the curriculum of the primary education.

(v) The commission recommended to established Normal schools for training the teacher in order to raise the standard of primary institutions.

(vi) Primary schools run by the local authorities should charge fees, but the poorer children should be exempted from it.

(vii) The Local Authority should have their special fund for primary education.

(viii) The Provincial Government should grant one-third of the expenditure for primary education.

(ix) Educated people should be given government job. etc.

Recommendations of Hunter Commission 1882 regarding on Indigenous Education

8. What were the recommendations of Hunter Commission 1882 regarding Indigenous System of Education ?

Ans: At the time of Hunter Commission there were many indigenous institutions which imparts education to people on the old traditional Indian pattern. According to Hunter Commission only those institutions should be called indigenous institutions or ‘Pathashalas’ that are run by Indians according to Indian traditions of education. The Commission advanced the following suggestions regarding to them:

(i) The government should encourage the indigenous schools to give secular education.

(ii) Discussion should be made with the Pandits and the Maulabis regarding their development.

(iii) Education should remain open to all children in schools receiving grant-in-aid.

(iv) The government should not interfere in the construction of curriculum of these schools.

(v) Proper arrangement should be made for training of teachers of the indigenous schools.

(vi) Government scholarship should be  given to poor students in these institutions.

(vii) No restriction should be imposed for admission to such institutions.

(viii) Grants should be given on the basis of payment-by-results.

(ix) The Municipalities and the Local Board should  try to develop these schools in consultation with their managing committees.

Recommendation of Hunter Commission 1882 regarding on Secondary Education

9. What were the recommendations of Hunter Commission 1882 regarding on Secondary Education ?

Ans: In the field of secondary education, the Hunter Commission tendered its opinion on only two things. Firstly, it thought over the ways and means of improvement of secondary education. Secondly, it thought over the ways and means for improving the defects of present in it. The Commission gave important suggestions for secondary education which are mentioned below:

(i) The Commission recommended that the government should entrust the responsibility of secondary education wholly to the Indians and should only give financial grants for removing certain difficulties.

(ii) As regard the medium of instructions, the Commission said that English should continue as medium of instructions at this stage of education.

(iii) The secondary education curriculum should be divided into two parts. In the first part, literary and science subjects should be grouped and in the second part, there should be such vocational subjects which might be useful to life.

(iv) The Commission emphasised the necessity of teachers training for raising the standard of secondary education.

Recommendation of Hunter Commission Commission 1882 regarding on Higher Education

10. What were the recommendations of the Indian Education Commission of 1882 regarding Higher Education ?

Ans: The Commission also made recommendation in regard to higher education. The Commission gave some important suggestion for improvement of higher education which may be the following:

(i) The grant should be determined keeping in view the strength of teachers and students, need and capacity of the institution.

(ii) The Colleges engaged in higher education should be sufficient grants for experimental laboratories, reading, rooms, libraries, equipment’s, science rooms, building and furniture etc.

(iii) Varied and vast curricula should be arranged in these colleges so that the students must have the subjects of their choice and aptitude.

(iv) To raise the moral standards of the students such books should be compiled which may contain in the principles of human religion at large.
